Is there a chance

Is there a chance I could get HIV from touching the outside of woman’s vagina then later on putting my finger in my mouth?

Hi Rich01, the incident you have described is extremely low risk (it would be virtually impossible to contract HIV from this). Contracting HIV orally is extremely rare (unless there are sores or ulcers in the mouth, it is highly unlikely) and HIV cannot survive long outside the body which makes contracting HIV from this incident even less likely.
